With reference to Rice K in question, I have together with Mr. Enouye &c. explained to Mr. Young its later development and the state in which it now stands...In spite of your good offices (requested especially by China) towards the satisfactory settlement of the pending controversy, and despite our proposed concessions which were based upon your wise suggestions, the sister Empire [Japan?] has...decidedly taken backward steps rendering further progress toward its settlement almost impossible. I trust however that the day may not be far distant when the dream of imaginary suzerity [sic] over Rinkin will pass away and the recognition of the stern necessity of Asiatic concert will take its place...". Chester A. Arthur had appointed Young as ambassador on the suggestion of Grant. Together, twelve pieces in very good condition.
