1871. OTTIS E. TOOLE Ottis Elwood Toole (1947 – 1996) American serial killer and supposed partner of Henry Lee Lucas. Though he admitted to counts of murder, rape, and cannibalism, and was the suspect in several unsolved murders, he recanted and restated a number of confessions.
