106. ALEXANDER H. STEPHENS War date A.L.S. as Vice President of the Confederate States of America, 3pp. 8vo., Crawfordsville, Ga., Nov. 14, 1862 to Joseph E. Brown, the Governor of Georgia, an interesting letter discussing the conflict of state and military law. In part: "I have seen a letter in the Atlanta [illeg.] of the 12 last from Hon. J. M. Cartham Major of Atlanta in which he orders to you...and says in effect that the object of Genl. Bragg in appointing him Civil governor of that city was only with a view of deciding the civil authorities &c. This presents a new and very novel portion[?] of the case-it was certainly a very gratuitous act in Genl. Bragg to make such a tender of Military aid to have properly executed the civil laws of a neighboring State and that without any solicitation...with the Execution of that State and now this has been [illeg.] to the civil authorities was intended to be extended by the inclusion of an officer, even nominally, sent [illeg.] to the laws of that state is beyond my power..."
