Description:

President on letter headed Executive Mansion letterhead, Washington, June 22, 1877 to Edward S. Tobey, Postmaster of Boston. Hayes makes an effort to stamp out electioneering by civil servants, quoting a letter from the Secretary of the Treasury: "...No Officer should be required or permitted to take part in the management of political organizations, caucuses, conventions, or election campaigns...No assessment for political purposes, on Officers or subordinates, should be allowed...This rule is applicable to every Department of Civil Service...". Light soiling and wear, tipped to another sheet, overall very good.
