PRO-CONFEDERATE MISSOURI GOVERNOR TO BUY FOUNDRIES TO MAKE ARMS
An excessively rare and important piece of legislation from the short-lived pro-Confederate Missouri legislature, 1p. folio, [Jefferson City] , May 17, 1861, headed; "An Act to Authorize the Governor to Purchase Foundries and Other Property", in which the legislature calls for the purchase of foundries for the manufacture of arms. In part: "...Said foundriesare to be held and used by the State of Missouri for the manufacture of arms or other necessary purposes....The Governor is also hereby authorized ...for the establishment of armories and powder mills in any portion of the state and to purchase all materials necessary for the manufacture of the arms and munitions of war...". Signed by Secretary of State B. MASSEY at bottom, with official state seal. Very good. After the seizure of the St. Louis Arsenal by Nathaniel Lyon on May 10 of 1861, the arms stored there were out of reach of Confederate forces. The pro-Confederate government and legislature, seeking other options, then made attempts to procure arms by any other possible means. Legislation such as this piece called for the state government to produce their own arms.
