NICHOLAS II
(1868 - 1918) Czar of Russia forced by the Revolution of 1905 to create a Russian parliament and approve a constitution, abdicated during the February Revolution, assassinated with his family by the Bolsheviks after the October Revolution of 1917. Rare manuscript L.S. 2pp. legal folio, Wolfsgarten, a German hunting lodge frequented by the royal family, Oct. 20, 1899. In Cyrillic to Nicholas' loyal Minister of the Interior, Ivan Logginovich Goremykin, in part: "...Your multi-faceted experience, your many years of responsible service in local administration, in the Governing Senate, and in the Ministry of Justice and Internal Affairs...prompted me to appoint you the Head of the Internal Affairs Department in 1895. With inherent and calm thoughtfulness, you strove to achieve the organization of governing bodies...under your responsibility...The arduous task of the first census...owes its perfect success to your enlightened leadership...You have applied a special thrust to making improvements...in Siberia...In addition, you responsibly supervised raising the educational level of the heads of the Zemstvo[the elective district councils] as well as superintended the appropriate direction of their duties...It is a pleasure for me to express...my acknowledged and heart-felt gratitude...". Being a true Czarist, Goremyhkin conducted his office on the simple and undeviating principle that ministers were servants to the Czar appointed to execute, and not initiate, policy. Therefore, in 1906 with the opening of the First Duma and with the country in turmoil, Goremyhkin was appointed to take over the office of Prime Minister, replacing Serge Witte, an architect of Russia's first constitution. When the office of Prime Minister proved bigger than the man, Goremykin stepped down after only three months. Fine.
