INNIS N. PALMER
(1824 - 1900) Union brigadier general who commanded a brigade under Keyes at Malvern Hill and led the 18th Corps towards the end of the war. War-date A.L.S., 2pp. 4to., New Berne, NC, July 9, 1864, on ‘Head-Quarters, District of North Carolina' letterhead, to a Major S. C. Herbert, paymaster. Palmer intercedes in a pay dispute involving men under his command, in part: ‘...As to the matter of Privates Webber & Griffin, Lt. Ward is in error in supposing that I ordered the stoppage of his pay. I did nothing of the sort, neither had I any idea that any officer except yourself, as a Paymaster, has any thing to do with the payment of the men of the detachment. Mr. Ward informed me that the money had been collected, and that Griffin has objected to it, and I thought nothing more of it. As a matter of course he must receive the money and I will take my own course to make him pay the debt to Webber…is it not irregular to turn over the money to any one to pay off their widow?…' He signs ‘I. N. Palmer' at the conclusion in black ink, adding his rank ‘Brig Genl'. Shows original mailing folds with very slight splits thereto with a pencil identifying inscription at the bottom of the second page, and a biographical excerpt stapled to the cover, otherwise in very good condition overall.
