(1802-1878) Lincoln's Secretary of the Navy who proposed the blockade of Southern ports and the construction of an ironclad fleet. A.L.S., 1p., 4to., Hartford, July 20, 1872, a letter of congratulations to an unnamed author. In part: "...I have examined your book with much interest. It embodies... an amount of useful and necessary information in relation to the Federal government, its affairs and duties which cannot elsewhere be readily obtained... you have performed an important service..." Boldly signed, "Gideon Welles". Fine.
