GEORGIA RESISTS THE CENTRAL CSA GOVERNMENT BEFORE WAR IS DECLARED
An early and important A.L.S., 4 pp. 4 to., Montgomery, Mar. 9, 1861 in which politician F.L. Barlow writes Colonel Henry Moyerson of Georgia ostensibly concerning the defenses of Savannah, but also addressing the larger issue of whether the states would have ultimate authority over the units of the newly created Confederate army. After assuring that the Confederate government was not overlooking Savannah's defenses, Barlow then addresses the real issues, in part :"... You are mistaken in your estimate of the power and resources of this government ...Our state ought to be relieved of the cost of supporting an army ...as soon as this can be done consistently with our safety. All the apparent conflicts can be easily harmonized by a clear understanding of the true position of affairs. I should exceedingly regret in the very commencement of our independence any misunderstanding between the State of Georgia and the Confederate Government....F.L. Barlow...". Unfortunately, in the years that followed Georgia pursued a policy of near total independence from the central Confederate Government. Toned a bit, else very good.
