997. GEORGE IV (1762 - 1830) King of England who became Prince Regent when George III became permanently deranged. Scarce historic manuscript D.S. "George PR" as Prince Regent acting on behalf his father George III now deranged and blind, 5pp., folio, Carlton House, June 15, 1818. Countersigned by Robert Stewart, Viscount "Castlereagh", influential Secretary of War to George III and Foreign Minister to George IV who was considered "the soul" of the coalition against Napoleon in 1813-14. To the Chancellor of Great Britain, John, Lord Eldon, authorizing him to affix the Great Seal of Great Britain to "an Instrument bearing date with these Presents (a Copy whereof is hereunto annexed) containing a commission to Our Trusty and Well beloved Colin Mackenzie,...George Lewis Newnham,...and...George Hammond...authorizing and empowering them to do and transact all such Matters and Things as in the said Instrument of Commission are contained and expressed..." The concluding 3 pages of the document contain the particulars and obligations imposed by George IV on these three commissioners as they represent Great Britain following the Treaty signed at Paris on April 25, 1818, in dealing with "His Most Christian Majesty Louis The Eighteenth...Their Imperial and Royal Majesties The Emperor of Austria, King of Hungary and Bohemia, The Emperor of all the Russias, and the King of Prussia" in making "a final arrangement...for the Settlement of the Claims of certain of the Subjects of the Sovereigns and States of Europe...", thereby settling among themselves the shape of post-Napoleonic Europe through re-distribution of territories conquered by Napoleon. An important official document following Napoleon's defeat at Waterloo and second abdication, during the period when Great Britain was gaining a foothold on the Continent through subsidized alliances with foreign powers.
