FERNANDO TORRES DE PORTUGAL Y MESIA (15??-15??) Spanish Viceroy of Peru from 1584 to 1589, he was known as "The Quaking One" (El Temblecon) due to the frequent nervous shaking of his hands. Fascinating content manuscript D.S. in Spanish as Viceroy, 8pp. folio, Lima, Aug. 19, 1587, to the administrator of the city of Ica. Torres orders the Ica administrator to execute the decree given by King Felipe ordering that tax tributes owed by the indigenous Indians be paid from the coffers of the census taxes taken on the Indian communities, in the amount of 200 pesos annually. Moderate center folds with slight foxing not affecting signatures, else very good.
