21. WILLIAM BLOUNT (1749 - 1800) Signer of the Constitution, appointed Governor of the "Territory South of the River Ohio" by Washington 1790. Later he became a Senator from Tennessee but was expelled because of his part in conspiracy to seize Spanish territory in North America for England which resulted in the first impeachment trial ever brought before U.S. Senate. Important manuscript D.S. "Wm. Blount" as "Governor in and over the Territory of the United States south of the river Ohio", 1p. legal folio, Knoxville, July 10, 1795, an order to David Henley, Agent for the Department of War, to "Pay William Rickard, Pay-Master pro tem to the troops in the territory aforesaid seven hundred and four dollars eighty cents out of the money appropriated for the defensive protection of the frontiers for the pay of a Detachment of Mounted Infantry of Miro District Col. James Ford's Regiment...". Bear a huge, bold signature by Blount at bottom. Also endorsed and signed twice by CHARLES MCCLUNG (1761-1835), the surveyor who laid out the City of Knoxville in 1791, and signed by Rickard on verso as well. Lightly toned at folds, folds archivally reinforced on verso with repairs nearly invisible, overall very good condition. The following year Tennessee would be admitted to the Union as the 16th state.$800-1,000
