(1883-1945) Italian dictator whose fascist supporters marched on Rome, securing him power; allied with Hitler, after many military and political setbacks he was captured and executed at war's end by partisans. Fine content typed D.S. 3pp. 4to., Rome, Aug. 14, 1927, in Italian on official ‘Commissione Suprema di Difesa' letterhead to representatives of the Ministries of the Interior, Finance, War, Navy, Air Force, Public Works, and Communication regarding the issue of civil defense against an air strike. Marked ‘Strictly Confidential' at top, within the document the Defense Commission states that it has examined the issue of territorial anti-aircraft defense, in particular relating to the preparation of ground vehicles, and has decided that items and strategies of a protective nature such as masks, alarms, shelters, anti-gas and anti-fire measures, should be entrusted to the civil authorities, but under the direction and supervision of the military. Mussolini adds that it is appropriate that this matter should now be studied and defined, with plans for preparation and organization so that any action ‘can come into operation, at the time of need, with the immediacy that is required by the particular form of air strikes'. Additionally, a propaganda program should be initiated to inform the country of the need for defense, as well as discipline and order, and finally recommending that a special commission should be created with representatives from each of the ministries, as well as the director of the Military Chemical Center.
