Monroe" as Secretary of State, lp. 8vo., [Washington], Nov. 7, 1812, a partly-printed document headed "Additional Instruction To The Public And Private Armed Vessels Of The United States", reading in part: ''..The public and private armed vessels of the Unites States are not interrupt and British unarmed vessels bound to Sable Island, and laden with supplies for the humane establishment at that place... "Sable Island,off Nova Scotia, was considered the grave- yard of the Atlantic, seeing over 200 shipwrecks on her shore. Lightly foxed at bottom, otherwise very good.
