Partly printed D.S. "Edward R & I" as King, 1p. folio, London, Apr. 30, 1903 appointing Edward C. Hertslet to be Consul general at Antwerp. Also signed by Lansdowne as Prime Minister. Folds, otherwise very good. Matted.
