STETTINIUS (U.S.A.), WILLIAM R. HODGSON (Australia), ANDREI GROMYKO (U.S.S.R.), ALEXANDER CADOGAN (U.K.), E. N. VAN KLEFFENS (Netherlands), with TRYGVE LIE, first Secretary General of the U.N., along with the signatures of seven others among whom may well be a few, if not all, the remaining members of that historic council.
