1944 ALLIED PLAN FOR OCCUPATION OF GERMANY
Rare imprint, S.H.A.E.F.-issued "Handbook Governing Policy and Procedure for the Military Occupation of Germany", December, 1944, bearing large red warning "SECRET" on the cover which supersedes the "Restricted" warning on the original printing. This copy, approx. 250pp. 8vo. with cardboard covers, bears an owner''s name on the inside front cover which has been obliterated. However, the original fold-out map of Berlin affixed in the rear of the volume bears extensive handwritten notes quoting Sumner Welles thoughts on having Wehrmacht command officers retained in post-war administrative positions. Virtually every facet of proposed Allied control of Germany''s defeated armed forces and civilian government is reviewed, including the control and disbanding of the Wehrmacht; disposal of war material; disposition of POWs and other prisoners; control of telecommunication, information, transportation, and shipping; intelligence; German evasion of surrender terms, and much more. SUMNER WELLES (1892-1961) served as Roosevelt''s Assistant Secretary of State (1933-1937) and Under Secretary of State (1937-1943), helping to draft the Atlantic Charter in 1941. Covers a bit soiled, else very good.
