WOODROW WILSON
(1856 - 1924) Twenty-eighth President of the United States who passed sweeping reform laws, gave women the right to vote, and led the United States through World War I setting the ground work for the League of Nations. WILSON PROMOTES THE FUTURE A.E.F. CHIEF OF STAFF TO BRIGADIER GENERAL Important partly-printed D.S. as President, 1p. folio, Washington, Aug. 22, 1917, appointing JAMES W. MCANDREW (1862-1922) to serve as Brigadier General in the Army. Boldly signed by Wilson, co-signed by Secretary of War NEWTON D. BAKER (1871-1937). Appears to be slightly dust soiled at right, else fine. Matted in red cloth with an antique cigar label picturing Wilson and descriptive label, set into an attractive gold and brown wood frame. James W. McAndrew took part in the Ghost Dance War against the Sioux in 1890–1891, served in Cuba during the Spanish–American War, and in the Philippines during the Philippine–American War. As commander of the 18th Infantry, he led his regiment to France until he was promoted to temporary brigadier general in August 1917 and appointed to command 2nd Brigade, 1st Division. He then organized the AEF School of the Line, Officer Candidate School, Infantry School, and Tank School in order to train soldiers for their combat duties. In May 1918, Pershing named McAndrew to succeed James Harbord as AEF chief of staff. McAndrew was praised for the leadership and management style he brought to the AEF staff, including speeding up the planning process and preparation of operations orders.
