WOODROW WILSON
(1856 - 1924) Twenty-eighth President of the United States who passed sweeping reform laws, gave women the right to vote, and led the United States through World War I the groundwork for the League of Nations. Great association I.S.P. as President, 9.5 x 13 in., b/w, chest up seated pose, signed at the bottom, dated August 1919, dedicated to James Brown Scott with the inscription in full 'with sincere admiration of his devoted, skillful, and indispensable service to the Peace Conference, from his friend...' Accompanied by another I.S.P., this by the recipient of the above photograph, JAMES B. SCOTT (1866-1943), American lawyer and delegate to the Paris Peace Conference that would result in the Treaty of Versailles, also 9.5 x 13 in., b/w, seated pose, signed at the bottom with a dedication to fellow lawyer George A. Finch and dated 1911. Both are matted and framed in a superb presentation display. Very fine. The friendly dedication by Wilson on his picture is somewhat interesting due to the strained relationship the two men had. James B. Scott was a technical advisor on international law for the U.S. delegation at Paris in 1918. He was included due to his work as a member of 'The Inquiry', a group established by Wilson shortly after America's entrance into the war to prepare for peace negotiations. However, Scott and fellow delegate advisor David Miller, became allies of Secretary of State Robert Lansing who disagreed with President Wilson on the terms of his primary goal, the covenant of the League of Nations. The difference of opinion largely stemmed from the clause requiring nations to wage war on behalf of other nations. The Secretary of State was in favor of diplomatic or economic sanctions in such cases rather than military action. Scott and Miller, at the urging of Lansing, drew a separate draft of the treaty reflecting their common views without Wilson knowing, but when the President found out he was furious and quickly stripped them of their roles and influence in the delegation.
