WOODROW WILSON
Good content T.L.S. as President on White House letterhead, 1p. 8vo., Washington, May 1, 1918 to HERBERT BAYARD SWOPE (1882-1958), editor, journalist and intimate of the Algonquin Round Table. Swope spent most of his career at the New York World. He was the first and three-time recipient of the Pulitzer Prize for Reporting. Wilson writes, in part: '...I am afraid that great things will be expected of me by way of reorganization under the Overman Bill, because of the large amount of public attention it has attracted. My purposes under it are very modest, but I hope and believe they will effect some very serviceable re-arrangements of authority...' Signature slightly blurred, blank integral leaf bearing some mounting traces to verso, else very good. The Department Reorganization Act (Overman Act) of 1918 gave Wilson broad authority to create or reorder government agencies, largely in anticipation of war. Wilson created the War Industries Board and the National War Labor Board under this legislation.
