(1856 - 1924) Twenty-eighth President of the United States who passed sweeping reform laws, gave women the right to vote, and led the United States through World War I setting the groundwork for the League of Nations. Good content T.L.S., 1p. legal folio, Washington, D.C., Jan. 22, 1917, to the Senate and the House of Representatives, in part: "I transmit herewith a report by the Secretary of State... concerning the treaty signed August 4, 1916, between the United States and Denmark for the cession to the United States of the Danish West Indian Islands, and the obligations of the United States under the convention. The attention of the Congress is especially invited to the necessity for action being taken by the Congress during its present session that will enable the Government of the United States to discharge its conventional obligation to pay the Government of Denmark the sum of twenty-five million dollars..." Wilson signs at the conclusion in black ink. Bears the receipt stamp of the House Committee on Foreign Affairs at bottom left, and boldly docketed "Foreign Affairs" on the verso. Shows original folds and minor soiling to the verso, else very good. The "Danish West Indian Islands" became the United States Virgin Islands following their purchase, and remain a territory of the United States.
