WILLIAM SMITH
(1796 - 1887) "Extra Billy" Confederate major general who led at Bull Run, on the Peninsula and at Antietam, and as Governor-elect of Virginia took time to lead a regiment at Gettysburg. Good content war-date D.S. as Governor of Virginia, 1p. 4to., Richmond, Apr. 30, 1864. Smith had been asked in a separate letter by the Clerk of Hustings Court, Staunton, Virginia to issue military service exemptions to a list of town officers needed in order for the court to continue operation. In his signed order, Smith lists by name six Staunton aldermen and one councilman, all "essential to the Government of the town", and exempts them as requested. With transmittal letter, fine condition. Staunton was situated at a vital transportation crossroads in the Shenandoah Valley, and the Confederacy sought to utilize and protect its infrastructure and wealth from the recurrent threat of destruction by Union forces. Thomas J. "Stonewall" Jackson and Richard S. Ewell used the town as their headquarters, and it served as an army depot, quartermaster post, and training camp. Following the Battle of Piedmont on June 5, 1864, Gen. David Hunter occupied Staunton as part of the Shenandoah Valley Campaign.
