WILLIAM LIVINGSTON
(1723 - 1790) American Revolutionary soldier and politician, he served as a brigadier general until his election as Governor of New Jersey and as a delegate to the Constitutional Convention, he signed the Constitution. Fine content manuscript D.S. "Wil: Livingston Pres't" as governor, 15pp. legal folio, [Trenton], Nov. 24, 1786, "State of New Jersey An Act for raising a Revenue from certain Stages Ferries and Taverns". In part: "...the encreasing burthen of Taxes occasioned by the expences (1723 - 1790) American Revolutionary soldier and politician, he served as a brigadier general until his election as Governor of New Jersey and as a delegate to the Constitutional Convention, he signed the Constitution. Fine content manuscript D.S. "Wil: Livingston Pres't" as governor, 15pp. legal folio, [Trenton], Nov. 24, 1786, "State of New Jersey An Act for raising a Revenue from certain Stages Ferries and Taverns". In part: "...the encreasing burthen of Taxes occasioned by the expences of the late War makes it necessary to adopt some better expedient...". The act calls for stage lines to obtain licenses and publish fares, with similar rules establish for ferry operators. Tavern owners are required to obtain licenses in order to import any spirits from beyond state lines, and they must make their prices known publicly prior to any sale. The text is signed by Speaker BENJAMIN VAN CLEVE, and Livingston endorses and signs the bill into law: "Council Chamber Nov'r 24th 1786 The Bill having been thrice times read in Council Resolved that the same do Pass by order of the House Wil: Livingston Pres't".
