Description:

(1832 - 1903) Union brigadier general who was the original colonel of the 15th New Jersey fighting at Fredericksburg, Gettysburg and Cedar Creek where he was severely wounded. A.L.S., 4pp. 4to., Fort Douglas, Utah Jan. 19, 1890, to Gen. Benjamin H. Grierson. In part: ‘...Your letter...has remained unanswered...in order to allow matters to progress in Congress...favorable to Army legislation...shall now go to work and use what our influence...can bring to bear on your bill. But I must be candid with you. I don't think it has a ghost of a chance. Senator Manderson was here...we had two long talks about army matters...he admitted the justness of our being retired with the rank we held at the close of the war, but he said there were innumerable difficulties in the way...those on the retired list would insist upon its being made retroactive...I would have suggested, wording it a little differently...that any officer of the Army who had served thirty years, and who was a General Officer at the close of the War of the Rebellion...would thus put our claim, not only on our war record, thirty years service. There are but very few now on the retired list who could then claim that they should have the rank...we could make a strong point on our additional twenty five [years of] service...I enclose you a list of officers who would be benefited by the passage of this bill...I am particularly anxious to have the bill pass as I am fully determined to ask to be retired next year on my thirty years service...' Signed at the conclusion. Minor tear along the mailing fold, not intruding on the text, else very good.
