(1731 - 1813) Loyalist illegitimate son of Benjamin Franklin, the last Royal Governor of New Jersey. Manuscript D.S. as Governor of New Jersey, 5pp. 12 1/2" x 15 1/4", [Trenton], Dec. 7, 1763, "An Act for Regulating Constables and Vendues and for better Regulating Taverns". The bill (1731 - 1813) Loyalist illegitimate son of Benjamin Franklin, the last Royal Governor of New Jersey. Manuscript D.S. as Governor of New Jersey, 5pp. 12 1/2" x 15 1/4", [Trenton], Dec. 7, 1763, "An Act for Regulating Constables and Vendues and for better Regulating Taverns". The bill stipulates that inns and public houses may be licensed only by those of "good Repute for Honesty and Temperance...provided with at least Two good spare Feather Beds...with house Room, Stabling and Pasture...if any Shopkeeper...Encourage Drunkenness, Revelling or Frolicking...shall Forfeit Five pounds...":. The bill also prohibits the sale of strong spirits as auctions (!) and sets forth rules for the appointment of constables, their terms, hiring of executioners, etc. Boldly signed with a large signature at conclusion making the bill law, also signed by ROBERT OGDEN as Speaker of the House. A couple of tiny holes at fold junctures on last page, else fine condition.
