(1835 - 1917) American senator, Secretary of the Navy under Chester A. Arthur who spearheaded the rise of the U.S. Navy and the construction of new steel-hulled ships. T.L.S. ‘W.E. Chandler', 1p. 4to., Washington, June 21, 1883, to SAMUEL FESSENDEN (1847-1908), a Civil War veteran and Connecticut state congressman. In part: ‘…Recovering my equanimity, I rode out to the Soldier's Home, and saw the President. The decision had been made, and it is impossible to change it. One district for Connecticut, with Selden for Collector. To-day I have seen the Secretary of the Treasury, who says that Senator Platt said and did all he could in favor of two districts.
