Fine content war-date T.L.S. jointly signed by WILHEM FRICK (1877-1946), Nazi Minister of the Interior, author of the Nuremberg Laws. Hanged at Nuremberg for his crimes, and LUTZ GRAF SCHWERIN VON KROSIGH (1887-1977), German senior government official, Minister of Finance 1932-45, de facto Chancellor of Germany in May 1945, 2pp. 4to., Berlin to WALTHER FUNK, (1890-1960), Reich Minister for Economic Affairs, discussing the effect that military spending has affected the economies of German communities. In part: '...Due to our ongoing monitoring of the municipal financial development, we already...came to the decision to substantially increase the war contribution of the municipalities...If the municipality's financial position, or rather, the municipality's cash situation, has become relatively favorable, this is largely due to the fact that the municipalities and municipal associations are increasingly no longer able to do so as a result of the lack of strength and material caused by the war...in order to ensure that measures that have now been neglected are made up for in the post-war period, they will endeavor to use the funds provided for increased debt repayment and the creation of reserves...the municipalities...have been instructed...not to repay their debts...unless the Reich or the state are creditors...it must be avoided under all circumstances that the communal budgets, which have been laboriously consolidated as a whole, get into disorder again...We cannot step closer to your further suggestion to increase the share of the rural and urban districts in the cost of family maintenance...A further increase in this proportion is forbidden primarily because the number of those conscripted into the armed forces is generally higher in rural and non-industrialized districts, although these are not as financially strong as the industrial areas...'
