HARVEY W. WILEY (1844-1930) American chemist instrumental in the passage of the Pure Food and Drug Act. Wiley was a crusader and coalition builder in support of national food and drug regulation which earned him the title of "Father of the Pure Food and Drugs Act" when it became law in 1906. Very scarce A.L.S. "H.W. Wiley ," 1p., 4to., on imprinted Pleasant Valley Hotel Oilmen's Headquarters stationery, Coalinga, CA, Mar. 24, 1913, to Edwin A. Elsbach in San Francisco, Wiley explains "...I regret to find in looking over my papers that I have not yet responded to your enquiry of 18th inst. The answer to your question can only be given by the Bureau of Animal Industry of the Department of Agriculture at Washington. My impression is that state certificates such as you describe would not be accepted for interstate purposes. Address Dr. A.D.
