(WHISKEY REBELLION) JAMES ROSS
(1762 - 1847) U.S. Senator from Pennsylvania, friend and attorney for George Washington. In 1794 Washington appointed Ross to negotiate with the Whiskey Rebels and successfully diffused the situation without violence. Fine content A.L.S. 1p. 4to., Pittsburgh, Mar. 28, 1799 to James Cochran concerning the public mood in the countryside. He writes, in part: "...I have been so short a time at home that I have learned nothing new or worth communicating, the temper of the people towards the government is as usual, no symptoms of discontent at the late tax & an Universal condemnation of the Northampton Violences...". The "Northampton Violences" to which Ross refers was John Fries' Rebellion of 1799 centered in Pennsylvania in which German-speaking farmers waged a revolt against a direct property tax levied by the federal government to finance the Quasi-War with France. The rebellion was easily put down and the ringleaders arrested. President John Adams eventually pardoned Fries who had been convicted of treason. Weak folds repaired with glassine on verso, usual folds, minor marginal wear, else very good condition.
