(ANTHONY WAYNE)(1745 - 1796) "Mad Anthony", American Revolutionary brigadier general who distinguished himself at Brandywine, Germantown, Monmouth, and in the brilliant capture of the British garrison at Stony Point. A fascinating manuscript D.S., 6pp. folio, [n.p., c. 1797.], a draft of a petition to Congress from the heirs to the estate of the recently-deceased Anthony Wayne. In part: "...Isaac Wayne, son & Executor of the late Major General Anthony Wayne, that his father, after a life distinguished by services rendered to the United States, died on the 15th day of December 1706 at Fort Erie - that his letter book and original entries and most of his private papers, were...wholly lost to his family, though every exertion has been made by his Executor to recover them. That soon after his death, your petitioner, personally...applied at the Department of War for a Statement of his Accounts...he was never able to obtain such a Statement...he postponed an ultimate settlement...the Comptroller of the Treasury having called upon him...for the payment of an apparent Balance; on the books of the Treasury...". Wayne's son continues in his plea for cooperation from Congress, citing various debts and showing how his father was not liable for them as the monies were spent for the public service: "...The third item is for meal, flour, liquor and small parts of rations...1796 - amounting to $1781...Genl. Wane during those months, at those Posts, surrounded by crowds of Starving Indians which it was the Policy of the United States, and his duty, not to allow them to suffer...". He concludes by expressing "...his perfect confidence, that the wisdom & Justice of the National legislature will relieve the Settlement of the Accounts of so distinguished a Citizen and Soldier, from merely formal embarrassments and extend to it the principles of a liberal policy and extensive equity...". Chipped at margins, later pages dampstained, usual folds, otherwise good. $300-400
