(1856-1934) Navy officer who played a major role in the early development of naval aviation, serving as the first officer to have oversight of the Navy's aviation program. Chambers arranged for the first take-off and landing of an airplane on a ship, pioneered work on torpedoes, and submitted one of the first American designs for an all-big-gun battleship. Fine content T.L.S. on Navy department letterhead, 2pp. 4to., Washington, Feb. 7, 1914 to Henry Woodhouse of the Aero Club of America. Chambers is critical of Woodhouse’s plan to privately build dirigibles: "...If you will be sure to learn the art of crawling before you begin to leap into sensationalism something ought to be doing...if you expect to startle the world...you are on the wrong tack..." Chambers also suggests Woodhouse send officers to learn the operation of the "Perseval" and "Astra-Torres" types, explains that the Navy will be purchasing a "Vedette", and is inclined toward the "Torres type".
