WARREN G. HARDING
(1865-1923) Twenty-ninth President of the United States. Fine content T.L.S. as President-Elect on his personal letterhead, 1p. 4to., St. Augustine, Feb. 20, 1921 to Major Gen. ENOCH H. CROWDER, at that time aboard the battleship USS MINNESOTA in Havana harbor. Exactly two weeks before he would be sworn-in as president, Harding somewhat illegally vows to continue using Wilson's "fixer" in Cuba. He writes, in part: "...I know something about your mission to Cuba. Many of your friends...believe you ought to remain there...I have no authority to be writing you...as soon as I come into responsibility I will transmit to you an official request to continue your special mission...The main thing...is to have you know that when I have the authority to say so I shall want you to continue your present mission..." Toned about the signature from prior framing, paperclip stain at top, folds and mounting traces on verso, still quite good. Woodrow Wilson had previously appointed Crowder to force a more stable government upon Cuba's President Zayas and avoid the need for military intervention. Zayas balked and falling sugar prices started to affect American investors. Eventually, Crowder forced a more "moral" cabinet upon Zayas...which lasted only so long as it took Cuba to recover, after which corruption once again became prevalent.
