4.  GEORGE WALTON (1741 - 1804) Signer of the Declaration of Independence and Articles of Confederation, a Georgia Governor and Senator. Scarce, fine content A.D.S. "Geo. Walton" as Chief Justice, 3pp. legal folio, Sunbury, Apr. 13, 1784, addressed to "Gentlemen of the Grand Jury". In part: "...An ardent desire for a strict execution of the laws is prevalent throughout the state. The amazing augmentation of the number of our inhabitants...will soon give a feature to our political affairs - a consideration which ought to command the earliest attention of our older citizens...The settlement of the two new counties will be extremely advantageous...to our national strength & the increase of agriculture...examine whether our happiness is secured upon a lasting foundation. The number on inhabitants which conducted the late contest [the American Revolution]...[on] the field, to its glorious issue, will soon be inferior to that which will be made up of new Residents. Is it not therefore prudent to consider whether the Constitution, the present basis of our laws, was calculated in the prospect of such an event? And whether it would not be wise to model the necessary improvements while in our power?...".
