A.E.S. on a T.L.S. 1p.4to., "Top Secret", Moscow, Oct. 13, 1933, in which a lesser official writes to Molotov regarding concessions given by the Soviet Union to Foreign companies. In blue pencil, Molotov writes at top: "I canÕt make sense of any of this, but it is urgent that this matter be referred to the Central Committee and the Council of People's Commissars".
