He was also the Prime Minister of Russia from 1999 to 2000 and again from 2008 to 2012. Putin worked as a KGB foreign intelligence officer for 16 years, rising to the rank of Lieutenant Colonel, before resigning in 1991 to begin a political career in Saint Petersburg. He later moved to Moscow in 1996 to join the administration of President Boris Yeltsin, serving first as Director of the Federal Security Service (FSB), the KGB's successor agency, before being appointed as prime minister in August 1999. After the resignation of Yeltsin, Putin was elected to succeed him. To establish that the Eastern Economic Forum is held annually in Vladivostok. 2. To form the Organization and Conduct of the Eastern Economic Forum. 3. To approve the attached Regulation on the Organizing Committee for the preparation of the committee for the preparation and holding of the Eastern Economic Forum. 4. To hold the Eastern Economic Forum on September 3-5, 2015. 5. The Government of the Russian Federation shall determine the sources of financing for the activities of the Eastern Economic Forum. 6. This Decree comes into force from the date of its signing...' Fine condition. The Eastern Economic Forum is an international forum held each year since 2015 at Far Eastern Federal University in Vladivostok, Russia, for the purpose of encouraging foreign investment in the Russian Far East. Putin and the Japanese premier have attended this forum since its beginning.
