Description:

Important typed war-date D.S. signed by several high-level government officials showing the ties between Soviet Russia and Nazi Germany early in the war. Written on official"Council of People's Commissars" letterhead, 1p. oblong 8vo., Moscow, July 5, 1940, the document reads in full:"Council of People's Commissars of the USSR allows the Commissariat of Foreign Trade to transfer previously bought in Germany ships'Memel' and'Palatia' to Commissariat of Sea Fleet and to use them for transportation of export and import cargoes, in particular transportation of coal from Germany to the USSR". At conclusion the document is signed by NIKOLAI BULGANIN (1895-1975), Soviet politician who served as Minister of Defense and Premier of the Soviet Union under Nikita Khrushchev, following service in the Red Army and as defense minister under Joseph Stalin; LAZAR KAGANOVICH (1893-1991), Soviet politician who served the government from Lenin to Khruschev, and was the only Jew to serve on Stalin's cabinet and in the Council of Ministers; and SEMEN DUKELSKY, top Cheka administrator who personally participated in the massacre of White Army officers during the Red Terror in the Crimea in 1920 and the Great Purges of the Thirties. Dukelsky was also charged with determining which cultural figures would be sent to the gulags, where almost all perished.
