THREE CONFEDERATE COMMANDERS…AND THE ASSISTANT SECRETARY OF WAR
War-date A.L.S. of ISAAC H. CARRINGTON (1827-1887), provost marshal of Richmond, 1p. 4to., Richmond, May 9, 1864 on ‘adversity' letterhead to Brigadier General JOHN H. WINDER, commander of Libby Prison, Belle Isle and the notorious prison at Andersonville. In most part: ‘…I have employed, with your sanction, two boys as messengers in this office…and one in Police Office viz. Richard Carter…15-11 & 12 yrs. They are fully occupied, it being necessary to communicate with the other officers in the city & with the Prisons, constantly during the day…If these duties were not performed by these boys, I would have to detail a detective who had before him…I am now informed by the Qr Master of the Department that the appointment of these messengers must be sanctioned by the Sec. of War, before their wages are paid. I respectfully request that this paper be forwarded with the request that this sanction be given…'. On verso appear five hearty endorsements: ROBERT RANSOM (1828-1892), Confederate major general who fought at Antietam and Fredericksburg, later relieved of command due to illness, an A.E.S. in which Ransom approves: ‘…the advises of compensation', and boldly signs ‘R. Ransom Maj Genl'; JOHN A. WINDER [(1800 - 1865) Confederate brigadier general and commander of the Confederate Libby Prison, Belle Isle and the notorious prison at Andersonville. He escaped the hangman, dying just before war's end.]. A manuscript E.S. ‘J. H. Winder', faintly signed; JAMES CAMPBELL, Assistant Secretary of War; J. W. PEGRAM, assistant adjutant general to Robert Ransom; and H. L. CLAY, assistant adjutant general, who signs twice. Toning, soiling and wear consistent with most Confederate documents, but still overall very good.
