"Chas Thomson Secy", 3pp. legal folio, [Philadelphia], Feb. 17, 1783 and Apr. 18, 1783, a set of two resolves of The Continental Congress including a resolve regulating how the states will contribute to the common defense: "...by the eighth article of the confederation and perpetual union, it is agreed and declared, that all charges of war, and all other expences for the common defense or general welfare...shall be defrayed out of a common treasury, which shall be supplied by the several states in proportion to the value of all land within each state...land and the buildings and improvements thereon..." The other resolve sets uniform customs duties on certain articles including "...rum of Jamaica...all other spirituous liquors...Madeira wine...all other wines...bohea tea...pepper...brown sugar...loaf sugar...molasses...coca and coffee..." The resolves also lists for each state its share "...of the interest and principal of the debts contracted on the faith of the United States for supporting the war..."
