Description:

(1743 - 1826) Third President of the United States, Vice President, Secretary of State, author and signer of the Declaration of Independence, ceased the importation of slaves to America. Partly printed D.S. 'Th. Jefferson' as Secretary of State, 1p. 8vo., [n.p.], February 22, 1793, a partial Act of Congress authorizing the Comptroller of the Treasury to pay the account of Thomas Wishart. In part: '...is hereby authorized to adjust and settle the account of Thomas Wishart, late a lieutenant in the army of the United States...' Boldly signed. Tears on the verso have been repaired by tape, minor creases, and edge wear, affixed to a larger sheet. Thomas Wishart was a first lieutenant in the 15th Virginia Regiment which saw action at Brandywine, Germantown, and Monmouth. He would eventually resign his commission but returned to military service when the British invaded Virginia in 1781. He would be captured at Osborne's Wharf on the James River in April 1781.

Shipments are sent via FedEx and DHL (for most overseas shipments) or FedEx Ground at the auctioneer's option. Due to complications from the ongoing COVID-19 pandemic, we will ship with USPS Priority Mail only if the buyer submits their request to us in writing and accepts responsibility for delayed shipments. Signature is always required, unless other arrangements are made. Handling and shipping charges will be added to the invoice in one entry. Buyers should be aware that large, framed, fragile or odd shaped items can incur substantial shipping and packing charges. International shipments are invoiced by DIMENSIONAL weight, not the item weight. Please contact us for an estimate before bidding NOTE: Large, heavy or bulky items may not be shipped by the auctioneer - arrangements for shipping of these items via a third-party shipper may be arranged through the auction house. Customers who supply their own courier account number will still be charged a handling fee. Please allow 2-3 weeks for shipments after receipt of payment due to the high volume of packages being shipped.
