(1824 - 1901) Irish-born American U.S. Army officer during the Civil War and the Indian Wars. He served during the New York Draft Riots, and at Fredericksburg, and most notably, Appomattox Court House, where he handed Lee the letter written by Grant requesting his surrender. War-date L.S. on A.A. Provost Marshal General letterhead, 1p. 4to., New York, Dec. 3, 1863, to HORATIO SEYMOUR (1810-1886), Governor of New York during the Civil War. In part: ‘…I am instructed by Brig. Genl Wm. Hays A. A. P. N. G. to inform you in reply to your communication on the 2nd inst, that all arrangements have been perfected for paying the counties approved by the general governments to volunteers. There are no blanks for recruiting in the possession of recruiting agents, but all necessary forms, instructions &c, are in the hands of the provost marshals…' Fine.
