Description:

Fine association and content typed D.S., 1p. 4to., Washington, D.C., Jan. 21, 1933, from SERGIO OSEMNA (1878-1961), President of the Philippines from 1944 through 1946, and MANUEL ROXAS (1892-1948), who succeeded Osemna as President from 1946 until his death, to California congressman Henry E. Barbour. Written on the letterhead of the Legislative Commission from the Philippines, the letter reads, in part: "Your support of the bill granting independence to the Philippines has put our people deeply and everlastingly in debt to you... We can not repay you for the service you have given our people, but we trust the success of the independent government you have helped to obtain for them will in some degree reward you." Both independence leaders sign at the conclusion in black ink. Shows original mailing folds and file holes at the left margin, else very good. The bill to which the letter refers is undoubtedly the Hare–Hawes–Cutting Act of 1933, which established a process and a ten-year deadline for granting full Philippine independence. This process would, of course, be interrupted by the Japanese occupation of the Philippines during World War II, and full independence would not be granted until 1946.
