A top Cheka administrator from 1919-38, personally participated in the massacre of White Army officers during the Red Terror in the Crimea in 1920 and the Great Purges of the Thirties. Dukelsky was also charged with determining which cultural figures would be sent to the gulags, where almost all perished. Rare typed D.S. as People's Commissar of the Sea Fleet on Soviet naval letterhead, 1p. sm. 4to., 1941, asking People's Commissar of Foreign Trade ANASTAS MIKOYAN to waive custom fees on purchased technical equipment, signing in red indelible pencil at the conclusion. Also signed by ANASTAS MIKOYAN (1895-1978), Soviet politician, a Bolshevik leader in Baku, member of the Central Committee and later Chairman of the Presidium, who adds the inscription: 'To Dukelsky. People's Commissariat of Foreign Trade doesn't have the right to release cargos from custom fees. A. Mikoyan'. Two negligible spots of loss at the left edge, mentioned only for accuracy. Near fine condition.
