Description:

(1755 - 1827) American politician and member of the Constitutional Convention, he also assisted in the framing of the Constitution. Fine content A.L.S., 2pp. 4to., London, Nov. 20, 1796 to Samuel Bayard (1767-1840), American Commissioner of Claims in London before the Admiralty. King, Minister to Great Britain, writes in answer to Bayard's inquiry, explaining that he has examined: '...the Opinions of Mr. Jay and Mr. Pinckney respecting the extend of your Agency, as likewise...the Instructions of the late Secretary Mr. Randolph...' Based on these, King believes that Bayard has the authority to take on cases previously handled by private agents and those involving captures made before rather than after the recent Jay's Treaty with England. Considerable show-through of ink, making the letter difficult to read in places, but a full transcript is present and otherwise very good.
