(1818 – 1893) Union brigadier general, Chief Quartermaster of the Army of the Potomac and under Grant he became Quartermaster General of all forces around Richmond. War-date A.L.S. ‘Headquarters Army of the Potomac' letterhead, 3pp. 4to., Camp near Brandy Station, April 18, 1864, regarding his promotion to brigadier general. In part: ‘...the President appointed me a Brigadier General of Volunteers last May as I understand for meritorious services during the war, and that to this date the appointment has not been confirmed – I feel deeply mortified...Being from Maine...I would like your support. You are aware that my position during the war has been full of labor and responsibility. It is not likely that any other Brigadiers directly commanding troops have had half the weight...It is known to you that I have been constantly in the field and have had charge of the supply of the Army of the Potomac – I have been participated in all its campaigns and have been present in all its great battles. In my department there has never been a failure of supplies...I am ready and willing to command troops. The fault is not mine that I am not in command of a Brigade or Division...It is a matter now involving my reputation and fortune to a great extent. It is almost too late to begin anew...I have taken the liberty to ask your investigation of my case...' Signed at the conclusion, adding his nonconfirmed rank of brigadier general.
