RONALD REAGAN (1911 - 2004) Fortieth President of the United States who served for two terms (1981-1989) and contributed to the fall of European Communism. Rare inscribed and signed speech as presidential candidate, 13pp. 4to., New York, Aug. 5, 1980, the text of his address before the annual convention of the National Urban League, a nonpartisan civil rights organization that advocates on behalf of African Americans and against racial discrimination. Typically appealing Reagan content, in small part: "...In my first year as Governor, I spoke in this city...For some 25 years in my previous occupation [actor], I'd been riding off into the sunset with "˜The End' superimposed on my back...in recent years we've taken to labelling candidates as left or right...To too many people, "˜conservative' has come to mean "˜anti-poor, anti-black and anti-disadvantaged'...I believe it's time to look beyond labels...Black Americans don't lack capability. They lack opportunity...if we fail to expand opportunities for young black Americans - then we are condemning them to that dismal cycle of poverty so many of their parents had to endure..." The main thrust of Reagan's speech is, however, the reinvigoration of the economy through tax cuts, elimination of failed policies, job development, enterprise zones, and work-for-welfare programs. He also cites the various conservative policies he enacted in California he believed were successful in furthering the goals of black Americans. Reagan also advocates hiring of black youths at below the minimum wage in order to teach them skills, transfer of welfare and school decisions back to the states, and promote "self-help" and "urban homesteading". He signs the blank bottom of the last page: "To Em Thanks For All Your Help Ronald Reagan" Very fine condition. Reagan's signed speeches are very rare, especially one before an audience with as obviously differing views as one could imagine.
