(1816 - 1890) Union major general whose suppression of guerillas in West Virginia caused the Confederates to put a price on his head. IN THE WAKE OF THE DISASTER AT WINCHESTER, MILROY OFFERS HIS RESIGNATION Fine content A.L.S., 1p. 4to., Washington, Nov. 16, 1863, to EDWIN M. STANTON (1814-1869), Secretary of War in Abraham Lincoln's cabinet whose dismissal by Andrew Johnson led to impeachment hearings for the president. In part: ‘…I have the honor to state that my leave of absence having expired yesterday, I respectfully report for duty. I hope I will be pardoned for stating that having been exiled from duty for near five months, I feel painfully impressed with the utter loss of the valuable time to the country to the service and to myself, and I humbly hope that I may be relieved from the further useless waste of time…' Old tape repairs to the verso, otherwise near fine. During the Second Battle of Winchester, Milroy was outmaneuvered and ‘gobbled up' by the Confederate corps of Lt. Gen. Richard S. Ewell, the vanguard of Lee's Army of Northern Virginia on its way north to invade Pennsylvania. Although ordered to withdraw his 6,900-man garrison from Winchester, he chose to remain in the face of the Confederate invasion. On June 15, 1863, Milroy escaped with his staff, but over 3,000 of his men were captured, as were all of his artillery pieces and 300 supply wagons. Rebuked by Lincoln, he would sit out the next six months of the war.
