ROBERT C. PEARY
(1856 - 1920) American polar explorer who was the first man to attain the North Pole, arriving by sled on April 6, 1909. Fine content A.L.S. ‘Peary' 1p. 4to., South Harpswell, ME, Sept. 6, 1916, on letterhead of the National Aerial Coast Patrol Commission in Washington to a Mr. Coles. In part: ‘…I have your note forwarded from Washington…We are trying to get the Coast Patrol Bill through Congress this Session. I will write the Academy of Political Science asking them to send you 100 copies of ‘Command of the Air'. I have asked ‘Leslier' [?] to send you 50 copies of their issue of July 6th, containing my brief outline of an Aero Coast Defense System…'. In 1916, Peary became Chairman of the National Aero Cost Patrol Commission, a private organization that promoted the military use of aircraft to detect warships and submarines off the U.S. coast. That same year, the U.S. Coast Guard drafted a bill to provide $1.5 million to establish the Aerial Coast Patrol of which Peary speaks, and this was included in the Navy Deficiency Act of August 29, 1916, officially recognizing that aviation was needed to carry out the duties of the Coast Guard.
