(1811 – 1886) Union brigadier general and quartermaster general. War-date L.S. on Office Chief Quartermaster letterhead, 2pp. 4to., St. Louis, Missouri, Sep. 29, 1863. In part: ‘...Capt. Rusche, reports having made considerable progress under your order, in getting wood in the vicinity of Helena...and thinks considerable more can be found, at other points, but states, that it requires hauling a mile or so, and that there are no teams to be had in the country to do it. – Capt. Rusche also advises me that he has made some agreements with citizens, to get out wood and deliver it to government transports, taking their receipts for it; the government to pay at an agreed price on the production of these receipts...It seems very desirable that some such plan, be carried into general execution if possible, as it relieves the government from all risk of loss of wood by guerillas burning it...The importance of this subject...is so great, that I have instructed Capt. Rusche to report directly to you, for further orders...I suggest...placing him in charge of this general business...I further suggest, that Capt. Rusche, be made the principal Quartermaster for the district embracing Helena...' Signed at the conclusion adding his rank as chief quartermaster. The verso has been repaired in two places with tape along the mailing folds, not intruding on text. Some light toning and creasing, mostly confined to the right edge, else very good.
