1337. CESARE RICOTTI-MAGNANI Italian general and knight of the Annunziatta, distinguished at the siege of Peshiera III in 1848 and stormed Borgoforte in the war of 1866. Brought great reform to the Italian Army in the aftermath of the Franco-German war, shortening service, extending conscription of able-bodied men, created a permanent army, a mobile militia and a reserve, earning him recognition as creator of the modern Italian Army. A.L.S., 8vo., Novara, April 6, 1917, mere days before his death, the general writes in Italian to a Captain Medico Ovafsa, sending good wishes in regard to the matter at hand, signed "General Cesar Ricotti".
