(1913 - 1994) 37th President of the United States, who reopened diplomatic ties with China and the USSR, resigned in 1974 due to the Watergate Scandal. NIXON PRAISES YELTSIN Fine content T.L.S. 'Dick' on his personal letterhead, 1p. 4to., Woodcliff Lake, July 2, 1992 to Henry Bellmon who had retired as the Governor of Oklahoma the previous year. In part: '...I have observed over the forty-five years I have been in public life that most of those who have served as Congressmen, Senators and Governos tend to think parochially. You have always been an exception....[you] know what happens to [Soviet President Boris] Yeltsin in his efforts to establish a democratic and free-market system in Russia will have an enormous effect not only on the Russian people, but on the American people as well. I only wish that others who were once your colleagues had the same vision...' Fine. Like Nixon, Yeltsin's presidency ended disastrously in scandal, and he resigned on television on Dec. 31, 1999. By some estimates, his approval ratings when leaving office were as low as 2%.
